The ILR Working Group is developing recommended practices for issuing, holding, and presenting integrated learner records for education and employment achievements, and related data for ecosystem-scale technical providers. These recommended practices will provide guidance for learner records related to 1) identity and trust, 2) open ontology references, 3) verifiable assertions, and 4) integrated learner record payloads supporting the spectrum of formal or informal education and workplace learning, and military learning records. The guidance can be used by those involved with the delivery of primary, secondary, post-secondary, workforce, and informal education.
