Located in Seoul, Korea, the Korea ADL Partnership Center (KAP) was founded in 2007 by an agreement between the U.S. Office of the Secretary of Defense (OSD) and the National IT Industry Promotion Agency (NIPA). This partnership enhanced the previous relationship between OSD and the Ministry of Knowledge Economy (MKE).

KAP is an affiliated agency of NIPA, a designated e-learning industry development support organization.

NIPA is responsible for developing and promoting policies that boost competitiveness in the nation’s e-learning industry in accordance with the e-Learning Industry Development Act. KAP helps in the revitalization of e-learning and the promotion of the Sharable Content Object Reference Model (SCORM®), which is widely used throughout the Republic of Korea’s e-learning support structure.

Mission

NIPA was launched to create synergy for the advancement of the IT industry and has played a key role in the convergence of the IT industry with other industries. NIPA’s principal goal is to make the new potential of IT a reality and provide a one-stop promotional function through policies, legislation, human resource development (HRD), project alliances, R&D, events, and conferences as it relates to IT and industry, economy, culture, environment, and consequently, to the lives of all human beings.

NIPA is currently promoting an ADL Initiative collaborative project as part of an e-learning standardization effort. NIPA strives to engage the domestic e-learning industry as well as advance the international marketplace through promotion of SCORM®, the de facto standard in the e-learning market.

KAP also operates the Korea Testing Center, which provides certification testing and awards the appropriate certification logo for SCORM®-conformant products.

Leadership

Mr. Joon Ho Lee has over 15 years of experience in the development of various information systems and policies for corporations and the Korean government agency. He now holds the position of Deputy Director at NIPA. He has strived to help Korean e-learning companies extend their business abroad and develop/adopt the standardization in e-learning. His research interests are the mathematical model for learning analytics and AI learning system.
