The Romania ADL Partnership Center was formed in 2009 and is located in Bucharest, Romania.

It is sponsored by the “Carol I” National Defence University of the Ministry of National Defense of Romania, and the Romanian Ministry of Education, Research and Innovation.

Mission

The Romania ADL Partnership Center, through the “Carol I” National Defence University’s Romanian Advanced Distributed Learning Department (RoADL-D), seeks to collaborate with ADL Initiative on developing technical frameworks and standards in national and international contexts with participation from government, industry, and academia.

The RoADL-D vision centers on a “Network Based Education – Student Oriented” concept as part of its core mission to develop and manage multilevel, standardized, online learning curricula according to ADL Initiative principles.

The RoADL-D promotes e-learning and e-training for civilian and military personnel for lifelong learning and military education. The department is involved in research projects developed at the national, European Union, and NATO levels, and offers expertise on creating SCORM® 2004-compliant educational content, authoring tools, and integrated systems for education and training.

Colonel Alin Bodescu, Ph.D.

Colonel Alin Bodescu, Ph.D., (RO A) has directed the Advanced Distributed Learning Department of the “Carol I” National Defence University in Bucharest since November 2021. He has extensive experience in multinational education and training, working with the European Union (EU), NATO Partnership for Peace, and other government organizations. Col. Bodescu was seconded as a national expert to the European External Action Service in Brussels, where he worked as Training Manager with the European Security and Defence College (2017-2021) and as the EU Military Training Coordinator with the EU Military Staff (2011-2016).

He also served with the NATO Partnership for Peace Regional Training Centre in Bucharest, Romania, where he was instructor, lecturer, course director (2002-2011) and director of the Crisis Management and Multinational Operations Department (2016-2017). He was deployed with the Italian Joint Task Force in Iraq (Operation Antica Babilonia/Iraqi Freedom) in 2004 and served with the USCENTCOM in 2006, as the Romanian liaison officer (covering Afghanistan theatre of operations).

Col. Bodescu holds a Ph.D. and a master’s degree in Military Science from the “Carol I” National Defence University, a master’s degree in International Relations from the National School of Political Science and Public Administration in Bucharest, and a bachelor’s degree in law. His publications address international law issues (the use of force under international and national law) and military education and training-related topics.
